One 6 x 12 inch piece of felt folds into a 6 x 5 inch pouch body and a 2 inch flap. Two 8 inch ribbon ties make a simple closure, while two side seams keep the folded bottom clean and easy to sew.

A first look
Place the 6 x 12 inch felt rectangle vertically. Mark horizontal lines 5 inches and 10 inches above the bottom edge. The lower 5 inches will fold upward to meet the 10 inch line, making the pouch body; the remaining 2 inches will become the flap.
About 8 minRound the two top corners in the section above the 10 inch line, using a cup or a drawn curve as a guide. Cut only the felt corners, keeping the 6 inch width and the 2 inch flap length unchanged.
About 8 minFold the bottom 5 inches upward along the 5 inch line until its bottom edge meets the 10 inch line. Align both side edges and finger-press the fold. The felt now has a double-layer 6 x 5 inch body and a single-layer 6 x 2 inch flap above it.
About 10 minBackstitch through the two body layers along the left side from the folded bottom to the 10 inch line, then repeat on the right side. Keep each seam about 1/8 inch from the edge. Do not stitch across the folded bottom or the lower edge of the flap.
About 12 minClose the flap over the body and mark the centre of its rounded tip. On the front layer, mark the matching point about 1/2 inch below the closed flap tip. Open the pouch before sewing so the needle passes through only the intended layer.
About 8 minPlace 1/2 inch of one ribbon end at the flap tip and sew a small box with an X through the ribbon and flap only. Repeat with the other ribbon at the marked front point through the front layer only, using secure sewing thread rather than a knot in the ribbon.
About 9 minTie the two ribbons in a flat bow, then test the pouch with a few paper notes inside. Trim any thread tails to 1/4 inch and tuck them beside the side seams. The folded bottom remains unstitched, with the two side seams carrying the pouch shape.
