Each 2 x 3.5 inch cardstock tag carries a 1 x 2 inch perpendicular over-under panel. The woven panel is secured before its ends are trimmed, then mounted below a clear 3/4 inch top margin for a hole and string.

A first look
On each 2 x 3.5 inch cardstock base, mark a 1 x 2 inch panel centred from side to side. Leave 3/4 inch clear at the top for the hole and 3/4 inch clear at the bottom for the note. Erase the guide marks when the panel is mounted.
About 8 minFor each tag, set aside four 1/4 x 2.5 inch vertical strips and eight 1/4 x 1.5 inch horizontal strips. The extra 1/4 inch at each end lets you hold and trim the woven panel cleanly. Keep the two directions in separate piles.
About 10 minOn one base, place four vertical strips side by side across the 1 inch panel, leaving no gaps wider than the paper thickness. Let both the top and bottom ends extend about 1/4 inch beyond their panel guides. Hold the strips with low-tack tape outside the panel.
About 10 minSlide one horizontal strip across the top of the panel, perpendicular to the vertical strips. Go over the first vertical strip, under the next, and continue alternating. Keep this row parallel to the top edge and leave about 1/4 inch protruding at both sides.
About 9 minWeave the remaining seven horizontal strips, starting each row with the opposite over-under choice from the row above. Nudge the rows together with the bone folder so the finished grid measures about 1 x 2 inches without stretching the paper.
About 12 minApply tiny dots of glue stick beneath the crossing ends at the panel’s four sides and press them flat. When the glue holds, peel off the tape and lift the woven panel from the base. Trim the protruding strip ends flush with the 1 x 2 inch panel without cutting any crossing. Repeat this same lay, weave, secure, lift, and trim sequence for the two remaining tags.
About 10 minGlue the finished panel to the front of the cardstock, centred below the 3/4 inch top margin. Press it under a book for 8 minutes. Punch one hole in the clear top, thread a 6 inch piece of string through it, and write a message in the blank lower area.
